Freezing of the icemaker fill tube is usually the result of poor water pressure to the water valve on the fridge which in turn lets water dribble though and slowly freeze clogging the tube. If a 'self piercing' saddle valve was installed on the house water line, it should be replaced with a drill type saddle valve or a regular plumbing valve (preferred).
Even a drill type saddle valve can become plugged with lime and scale reducing water flow through it which results in lowered water pressure to the appliance. This happens more often when such a valve is installed on the underside of a horizontal water pipe where sediment can saddle in it easily. Such a valve should only be installed on the top side of a horizontal water pipe or the side of a vertical pipe.
