Enlarging basement window in masonry

Roughly-finished, below-ground basement with 7' ceilings currently has drafty, rusting 15" high x 33" wide windows right at top of walls. Can I enlarge opening in masonry and dig lower in outside window well to install larger windows? What do I need to get through 8" thick 1959 masonry foundation? Can I do it myself or does this call for professional help? Do I run risks of water problems (minimal dampness currently)? Other possible problems? I haven't checked books yet -- after all, it's 1999 and we've got the web -- but would get one if recommended. Thanks,
