Load Bearing on Brick Veneer

I will be having a house built with concrete block foundation on 24" footing.
The siding will be hardie plank siding. I want the blocks to be covered with
brick veneer, and the siding to overlap a couple of inches down over the brick.
I've seen a few houses in my area built like this but I was wondering about the best way
to build this.
The builder says he will lay the brick veneer against the block (with 1" mortar between brick and block, and ties)
before building the floor. He will use a 2x10 PT sill plate that
will rest on the brick and the block, and then install the rim joists and floor joists.
My question is, is this the way that this should be done, with the load from the exterior walls
bearing down mostly on the brick. Or should the floor structure
be designed to rest on the concrete block and cantelever
out over the brick, so that the concrete block bears the load?
