I see no problem in cutting a chase in the floor but I do not like the idea of cutting what would be a portion of the perimeter footing. This is normally thicker and has re-bar in it and when you cut this you weaken the entire run. If possible cut on each side and dig under to place the pipe and you should have no problem now or later.
