Cinder block house

I am considering the purchase of a cinder block house in a very wet area of the country - Seattle, Washington! I am concerned with issues of moisture and care for the cinderblocks. There are a few cracks visible which extend almost from the roof to the ground. It appears the previous owners have covered the blocks with stucco on both the inside and out. Can you give me an idea of 1) the difficulties I may have with a cinder block home in this area 2) the severity of such cracks 3) the best way to care for the blocks to prevent further damage AND 4) the best way to take out and replace existing windows and doors, or add new windows and doors. Big request, I know. Any info is appreciated!
