I got this from Interior Motives. It is the technique to cover walls with brown paper bags. If you sealed it with something I don't see why it wouldn't work on the floor.
1. Paint wall with oil base primer paint.
2. double your square footage needed to find amount of brown paper needed.
3. Paint paper with latex semi-gloss or satin latex paint for primary color. (Tinted primer dries faster.) Let dry over night.
4. Tear paper leaving edges rough and jagged.
5. Wad up paper pieces and then flatten them out.
6. Mix glaze for second (top) color.
1/3 part latex glaze
1/3 part latex extender
1/3 part latex paint
7. Paint pieces of paper and with a cotton towel or scott towel wipe off glaze mixture.
8. Let dry over night.
9. Adhear to wall with a clay based adhesive. Smooth out with a wall paper smoother. Make sure to overlap pieces of paper.
I haven't done this on a wall but have done it on boxes and picture frames. It looks almost like leather depending on the colors you use. Hope this works!
The reason they said to use two different types of paint is so that if you ever want to strip them you can.
