:: chip away around the crack to form a backwards V ( -/ \- ) so your patch can hold and not come out. then you can either use concrete patch or hydraulic cement. either of these should work fine but make sure to vacuum or brush away as much of the loose stuff you can after making your V . then you probably want to seal it after it dries and cures. hope this helps.
