I had to repair a similar crack last month in my pool, which is white plaster over gunite.
I talked to the local pool builder tech support department, who told me to use a mix of about equal parts of white portland cement and crushed white marble.
I bought both (the marble was labeled "Swimming Pool Aggregate"), cement in 94 pound bag and aggregate in 30 pound bag, and followed his instructions. Job looks great, pool has been full for about a month with no leakage.
Used the same and re-grouted the tile, which also looks great.
