garage floor flaking

I live in a Chicago suburb. I moved into a newly build home this past October. By mid-December, my garage floor was already flaking. The concrete mason is blaming it on road salt. I actually own a squeegie and I clean the garage floor often during the winter. What other things cause flaking? Could it be a bad mix of concrete? Even if salt is left on the garage floor, is it reasonable for the concrete to flake within two months?
