I prefer a richer mix than some but 1 part portland cement to 2 mason sand works well and if the voids or marks are very shallow just cement and water mixed into a paste will work. It may help to mix a bonding agent into the cement and sand acryl 60 works well that way. As far a applying the mix a rubber float now check the float they come in different densities and the harder the float the smoother the finish but if you want a real smooth finish then use a steel trowell. The rubber will give you a nice sand finish that looks fine on a step.
