I have an exsisting cement patio that I would like to expand and put ceramic tile on top of. My question is can I pour new concrete next to existing concrete with no or a very small piece of expansion board? Then can I lay tile on top of that? If not do you have any suggestions?

You're probably going to have trouble with the tile cracking over the joint between the slabs, no matter how narrow you make the joint. You might be able to just tile the two sections "separately" with the same tile pattern, but do not have any tile pieces actually bridging the joint.
