Is My Electric Oven Broken

We have just moved into a rental house and after years of serious baking in a gas oven I cannot for the life of me work out this electric one!! I have tried all shelves and even preheated for over an hour but still my cakes and pastries will not rise and burn on the bottom and nothing goes brown. Is this a fault with the unit or with the operator! Someone please help us we are starving!

Answer:
First of all I would get an oven thermometer. That way you can be sure the temperature is right. Did you verify the bottom element coming on for bake, the upper for broil, and both for pre-heat. Most likely the temperature is not what it should be.
