Pet Urine Odor In Concrete

I pulled up old indoor/outdoor carpeting with the
foam backing from my cement floor in the basement.
It had been glued down and I scraped up most of the
glued backing before hosing down the basement. The
problem is there are several areas of pet urine spots
that I am assuming have seeped into the cement floor.
What is the best way to: 1 - get the remainder of
the padding up (stuck to glue swirls) and 2; what can
I treat the floor with to neutralize the pet odors.
Once treated, should the cement be sealed or what?
Help...I'm desperate to get the odor out. Thanks
