leak from bathtub upstairs

I put water in the bathtub and it doesn't leak. I put some plumber's putty around the drain in the bathtub and it holds the water. But, when I drain the water, it comes on the kitchen counter below the bathroom. The bathtub drain must hold the water. But, somehow, the water doesn't go down the drain and it ends up on the kitchen counter. Is there a problem with the trap? Of course, I don't have access to the trap or the pipe below the bathtub. What should i do?
