I'm a little confused. You say that the trap in the basement has water in it? What trap? When you have a septic system, they were not in the habit of putting in a "trap" in the basement where you could check the water.

It might be that in the sinks themselves, where there is the overflow hole (located near the top of the sink), there might be some dirt or left over smell in here, which you need to flush out with some bleach or baking soda (but not both at the same time).

Other than that, I am afraid that I don't have any additional suggestions.
