Excessive flushing

I recently had problems with noise and vibration in my pipes, which I determined to be coming from a toilet. I replaced the flush valve and the fill valve, and I fully opened the supply line. The noise and vibration disappeared, but now the toilet flushes twice. Do you have a solution? I'm wasting a tank of water each time I flush the toilet. Thanks.
