It's your landlords building but you live there and pay rent,I assume. Mold and mildew to the extent you describe are not very healthy things to live around.
Look under the tank. There should be a line going to the bottom of the tank. That is the water supply line. There should be a valve in-line to shut off. If not and you have access to the floor below(cellar?),follow that line until you find a valve TO shut off. If you have to,shut off the whole apartment.
Black pipe under the sink? You mean the drain line? If so,any good house hold cleaner is ok.
It sounds like you don't have an exhaust vent(fan). If your landlord won't go for it(already sounds like he won't),but says it's ok,and you have the funds to do it,you should install one.
Really,that's not a healthy situation.
