I plan to finish my basement. If I use 2x4 sleepers with plywood for subfloor, my headroom will only be about 86". Any suggestions for carpeting directly to the concrete slab, or should I go with sheet vinyl and then area rugs? (Water/moisture is not a problem). Any suggestions would be appreciated.

Insulated carpet pad and carpet will be a good medium point between framing a subfloor with insulation and vinyl with area rugs. Keeps the headroom. Keeps it warmer.
