Cloudy Skylight

My skylight is very cloudy and after cleaning it from the roof, it appears the cloudiness is moisture or hard water stains between 2 panes of glass/acrylic which make up the skylight. Are skylights cleanable, (within the panes of glass), or are they sealed shut? Please inform. Thanks!

Answer:
Skylights, like most windows today, are made of double paned, sealed glass. When the seals fail, condensation forms between the panes. There is no alternative but to replace the skylight or in limited circumstances, have new double paned glass installed.
